To direct the Commandant of the Coast Guard to update the policy of the Coast Guard regarding the use of medication to treat drug overdose, and for other purposes.

This bill requires the Coast Guard to make naloxone, a medication that reverses opioid overdoses, available at all its facilities and work locations. The Coast Guard must also join a Department of Defense tracking system that monitors naloxone distribution and illegal drug use. The bill clarifies that laws against manufacturing or distributing illegal drugs on ships also apply when drugs are placed on boats without the crew knowing or on unmanned vessels. Within two years, the Coast Guard must report to Congress about drug use and overdose medication use at its facilities.
