Honor Farmer Contracts Act

This bill requires the Department of Agriculture to unfreeze funding for agreements and contracts it made before this law passes and to pay any money it owes as quickly as possible. The bill also stops the Department of Agriculture from canceling signed contracts with farmers or groups that help farmers, unless those farmers or groups are not following the contract rules. Additionally, the Department of Agriculture cannot close certain local offices without giving Congress written notice and reasons at least 60 days beforehand.
