SNAP Reform and Upward Mobility Act of 2025

This bill changes how the government measures poverty and modifies the food stamp program (SNAP). The Census Bureau would collect new data on federal benefits and income to create a different way to measure poverty, and a new commission would recommend how to value federal benefits when determining poverty levels. The bill expands work requirements for food stamp recipients by raising the age limit from 59 to 64 for general work requirements, and from 55 to 64 for able-bodied adults without dependents. States would have to pay a share of food stamp costs, starting at 10% in 2025 and increasing to 50% by 2033. The bill also requires food stamp recipients to participate in fraud investigations and creates penalties for misusing benefit cards.
