Protecting Data at the Border Act

This bill limits when government agents can search digital devices like phones and laptops when U.S. citizens cross the border. The government would need a warrant to search these devices, cannot deny entry or exit if someone refuses to unlock their device, and cannot delay someone for more than four hours to get consent for searching online accounts. The government can only take someone's electronic equipment if they have probable cause it contains information about a serious crime, and they must get a warrant within seven days in emergency situations or destroy any information they collected.
