Educational Opportunity and Success Act of 2025

This bill extends funding for TRIO programs through 2030 and makes changes to how they work. TRIO programs help students from disadvantaged backgrounds with outreach and student services. The bill stops the Department of Education from rejecting grant applications for certain errors, requires more help for people applying for grants, changes how the programs measure success including for veteran programs, lets administrators use students' most recent financial aid applications to determine who qualifies, and increases the maximum money given to students in two specific programs called Upward Bound and the Ronald E. McNair Program.
