Conservation Reserve Enhancement Program Improvement Act of 2025

This bill changes rules for a government program that pays farmers to take environmentally sensitive land out of farming and plant conservation species instead. The program lets states and other organizations partner with the federal government on these conservation projects. The bill adds that dryland farming and grazing are now allowed practices under the program. It also lets landowners choose how to spread their annual payments across the years of their contract instead of getting the same amount each year. For agreements that retire water rights permanently or allow dryland farming, the bill sets specific payment rates and removes the usual $50,000 annual payment limit.
