FDA Modernization Act 3.0

This bill requires the Food and Drug Administration (FDA) to create a new rule within one year that updates its regulations to allow alternatives to animal testing when developing new drugs. Specifically, the FDA must change its rules so that references to "animal" tests and studies are replaced with "nonclinical" tests and studies, which can include methods that don't involve animals. This builds on a law passed in 2023 that already allowed some alternatives to animal testing in the drug development process.
