Combating Organized Retail Crime Act of 2025

This bill gives the federal government more tools to go after organized retail theft and cargo theft crimes. It allows prosecutors to add up the value of stolen items over a 12-month period when bringing charges, and it lets them use money laundering laws and take away property connected to these crimes. The bill also covers crimes involving prepaid cards, gift cards, and gift certificates under money laundering laws. Finally, it creates a temporary center within the Department of Homeland Security to help coordinate federal law enforcement efforts against organized retail and supply chain crime.
