Defense of Conscience in Health Care Act

This bill would require the Department of Health and Human Services to bring back a 2019 rule that was meant to protect health care workers who refuse to participate in certain medical procedures, like abortion referrals, because of their religious or moral beliefs. That rule included new enforcement measures and penalties but was blocked by federal courts and never went into effect. The bill would require HHS to put that same 2019 rule back in place in full.
