To eliminate certain limitations and exclusions regarding defense articles and requirements regarding security assistance and sales with respect to the Republic of Cyprus.

This bill removes certain legal restrictions on U.S. military aid to Cyprus, Greece, and Turkey. Currently, the President must certify to Congress each year that Cyprus is taking specific actions on money laundering and financial oversight, and that it denies fuel and services to Russian military ships, before sending defense equipment to Cyprus. The bill also removes requirements for the President to certify that military aid to Greece and Turkey is only for defensive purposes and maintains military balance in the region when requesting funding from Congress.
