To amend the Research and Development, Competition, and Innovation Act to support nucleic acid screening, and for other purposes.

This bill requires the National Institute of Standards and Technology (NIST) to help develop safety guidelines and technical standards for the process of creating custom DNA and RNA, which is used in making medications and agricultural products but could also be misused to create dangerous biological agents. NIST would need to conduct research, bring together stakeholders to agree on screening practices and safety priorities, and report its findings to Congress. The bill also directs NIST to work on safety guidelines related to the use of artificial intelligence in biology and biomanufacturing.
