To amend the National Child Protection Act of 1993 to ensure that businesses and organizations that work with vulnerable populations are able to request background checks for their contractors who work with those populations, as well as for individuals that the businesses or organizations license or certify to provide care for those populations.

This bill gives businesses and organizations that provide care for children, the elderly, or people with disabilities the ability to request national criminal background checks on more types of people. Before 2018, these checks could be done on a wide range of individuals, including contractors and people being licensed, but a 2018 law narrowed the list to only employees, volunteers, owners, and operators. This bill adds back some of those categories by allowing background checks on contractors, employees or volunteers of contracted companies, and individuals being licensed or certified by the care-providing business or organization. These checks apply when the individuals have, may have, or are seeking access to children, the elderly, or people with disabilities.
