Fairness for Victims of SNAP Skimming Act of 2025

This bill changes rules for replacing stolen SNAP food benefits. Currently, states can only replace stolen benefits for thefts that happened between October 1, 2022 and December 20, 2024, and the replacement amount is limited to either the stolen amount or two months of benefits, whichever is less. This bill makes the replacement program permanent and requires states to replace the full amount of benefits stolen through card skimming, card cloning, or similar fraud methods. The replacement benefits would be paid for using Department of Agriculture funds.
