Understanding the True Cost of College Act of 2025

This bill requires the Department of Education to create a standard form and consistent language that colleges must use when offering financial aid to students. The form must clearly show important information like the total cost of attending the college, how much the student and family would actually pay after aid, and the terms of any financial aid offered. The Department of Education must test this form with students, families, colleges, and counselors before finalizing it. All colleges that participate in federal student aid programs must use this standard form and terminology when communicating about financial aid offers to students.
