Natural Disaster Recovery Program Act of 2025

This bill changes how FEMA helps people after major disasters. It creates a new fund that FEMA can use to give grants to states and tribal governments for disaster needs that aren't covered by other programs, including home repairs and economic recovery. The bill also expands FEMA's housing help by allowing direct home repairs when other housing isn't available, extending how long people can get housing assistance from 18 to 24 months, and allowing FEMA to build permanent housing in some cases. When deciding whether to declare emergencies or disasters, FEMA must consider local impacts and what has happened in an area over the past five years.
