PREVAIL Act

This bill changes rules for challenging patents at the U.S. Patent and Trademark Office. It makes it harder to challenge patents by requiring people to have a direct stake in the outcome before they can petition, preventing judges who decide whether to start a review from also deciding the final outcome, and raising the standard needed to cancel a patent. The bill also gives colleges and nonprofits reduced fees for patent applications and lets the Patent Office use the fees it collects without needing Congress to approve the spending each time.
