To amend the Aquifer Recharge Flexibility Act to clarify a provision relating to conveyances for aquifer recharge purposes.

This bill changes rules about using water transportation rights on federal land managed by the Bureau of Land Management. People who already have permits to move water across this land can now use those same permits to transport water for aquifer recharge (putting water back into underground water sources) without getting additional permission from the government. The bill also lets these permit holders work on behalf of states, tribes, or public organizations for aquifer recharge projects, and they don't have to pay extra fees unless the project is for profit. Permit holders must notify the Bureau of Land Management when they plan to use their permits for aquifer recharge.
