HEADWAY Act

This bill changes the rules for teachers in Early Head Start programs. Right now, all teachers must have a Child Development Associate credential and training before they can teach. Under this bill, only one teacher per classroom would need to have this credential and training. Other teachers could work while they are still earning their credential and completing training, as long as they have a mentor to guide them.
