To provide technical and financial assistance for groundwater recharge, aquifer storage, and water source substitution projects.

This bill changes an existing law about water infrastructure money. It lets the Bureau of Reclamation use leftover money from 2026 to 2031 to help with three types of water projects: putting water back into underground water sources, storing and getting water from underground areas, and switching to different water sources to protect underground water.
