Broadband Resiliency and Flexible Investment Act

This bill creates rules for how states and local governments must handle requests to modify existing cell towers and other wireless communication equipment. When companies want to add, replace, or remove equipment without substantially changing the tower's size, states and localities must approve or deny these requests within 60 days. If they don't respond within 60 days, the request is automatically approved. If a request doesn't qualify for this fast approval process, the government must explain why in writing. Companies can take legal action in federal court if governments don't follow these rules.
