Nurse Staffing Standards for Hospital Patient Safety and Quality Care Act of 2025

This bill would require hospitals to have a staffing plan that meets specific minimum numbers of nurses for each patient in different hospital units, and hospitals would need to report these plans to the Department of Health and Human Services. Nurses would be allowed to refuse work assignments that break the staffing rules or that they feel unqualified to handle, and hospitals would not be allowed to punish them for doing so. The government would adjust Medicare payments to help hospitals cover the extra costs of meeting these staffing requirements, and hospitals that don't follow the rules could face fines and have their names made public. The bill also includes money for nurse scholarships, loan repayment programs, and programs to help keep nurses in the workforce through mentoring.
