Anti-Congestion Tax Act

This bill stops the Department of Transportation from giving money to New York's Metropolitan Transportation Authority for projects until certain changes are made to Manhattan's congestion toll system. The bill requires that drivers who use specific crossings like the Holland Tunnel, Lincoln Tunnel, and George Washington Bridge to enter Manhattan's tolling zone get exemptions from congestion tolls. It also says the MTA must subtract crossing toll costs from congestion toll charges, and allows drivers to claim a federal tax credit for congestion tolls they paid when using these crossings.
