Empower Charter School Educators to Lead Act

This bill changes a federal program that gives grants to state organizations to support charter schools. It lets states use some of that grant money to help people who are planning to open new charter schools, including giving them early planning funds, setting up loan programs to cover startup costs, and helping them find buildings for their schools. The bill also changes the rules around how much grant money states can spend on providing guidance and support to charter school applicants, raising the cap from at least 7% to no more than 10%.
