To amend the Intermodal Surface Transportation Efficiency Act of 1991 to prohibit congestion or cordon pricing in a value pricing program, and for other purposes.

This bill would stop the Federal Highway Administration from creating or running programs that charge drivers extra fees to use certain roads or enter certain areas of cities. These programs are called value pricing, congestion pricing, or cordon pricing and are meant to manage traffic by charging drivers more money during busy times or in crowded areas. The bill would end the government's ability to test or maintain these types of fee programs.
