Justice for Jocelyn Act

This bill makes stricter rules for the Immigration and Customs Enforcement program that supervises non-U.S. nationals who are released while waiting for removal from the country. Under the bill, people can only be released from detention if all detention beds are full and the Department of Homeland Security has tried all other options first. All people in this program would have to wear GPS monitors and follow curfews. If someone fails to follow the rules of their release, they can be removed from the country without appearing before a judge, as long as an immigration officer provides a written statement about the violation.
