ANTE Act

This bill gives the U.S. Trade Representative the power to investigate and take action against businesses connected to certain countries, like China, that try to get around tariffs by setting up operations in other countries that don't face those tariffs. Under current law, the U.S. can place tariffs on imports from countries it considers "nonmarket economies," but some businesses tied to those countries may move production elsewhere to avoid paying those tariffs. This bill defines which businesses count as being connected to a nonmarket economy country, including those that are at least 25% owned by entities from that country. If the Trade Representative finds that a business is investing in another country specifically to dodge tariffs, it can impose new tariffs on that business's goods equal to the original tariffs.
