Regulation Reduction Act of 2025

This bill would require federal agencies to cancel three old rules before they can create one new rule that costs money or creates responsibilities for businesses, people, or state and local governments. For major rules that cost at least $100 million per year or significantly affect the economy, agencies must also make sure the new rule costs the same or less than the three old rules they're removing. The bill does not apply to internal agency policies, purchasing rules, or rules being changed to reduce requirements. Federal agencies would also have to send Congress a report reviewing all their current rules to identify which ones are costly, don't work well, are duplicated elsewhere, or are outdated.
