Returning Illegals over Turmoil Act

This bill says that certain people who are not U.S. citizens — including those who are in the country without permission, those with DACA status, or lawful permanent residents — can be deported and permanently banned from the United States if they are convicted of or admit to certain acts. Those acts include inciting violence, physically taking part in a riot or civil disturbance, assaulting or using force against a law enforcement officer or member of the military, or intentionally destroying or damaging government property. The bill also allows the Department of Homeland Security to speed up the removal process during certain declared emergencies and requires that these individuals be held in detention.
