Protecting Health Care for All Patients Act of 2025

This bill stops federal health care programs like Medicaid and the Federal Employees Health Benefits Program from using a measurement called quality-adjusted life years when deciding what treatments to cover or how much to pay for them. Quality-adjusted life years are measures that give less value to a life based on disability, age, or terminal illness. The bill requires a government office to write yearly reports about how this measurement hurts people with intellectual and developmental disabilities. The bill also cuts funding for the Prevention and Public Health Fund from 2026 to 2031.
