National Emergencies Reform Act of 2025

This bill changes how national emergencies work by requiring Congress to approve them. Under the bill, when the President declares a national emergency, it would automatically end after 40 days unless Congress passes a resolution to approve it. Congress would also need to approve any yearly renewals of emergencies. All national emergencies would automatically end after five years, and the President would need to send reports to Congress every three months during an emergency. The bill also removes a budget rule that protected certain overseas military spending from automatic cuts.
