Improving Access to Medicare Coverage Act of 2025

This bill changes Medicare rules to help people qualify for skilled nursing facility care. Currently, Medicare requires people to stay in the hospital as an inpatient for at least three days before they can get coverage for nursing facility services. Time spent in the hospital for "observation" doesn't count toward these three days. This bill would allow observation time to count as inpatient time for meeting the three-day requirement.
