MASS Act

This bill would create grants for states that set up or keep in place rules requiring people to have a license to buy or own firearms and ammunition. It also requires that people who sell, rent, or lease a certain number of firearms, or who sell ammunition, must get a special dealer license. The grants would go to states whose licensing rules meet specific standards laid out in the bill.
