Ensuring Accountability in Agency Rulemaking Act

This bill would require that most new federal agency rules must be started by a high-level appointee and then signed off on by someone who was appointed by the President and confirmed by the Senate. The Office of Information and Regulatory Affairs would provide guidance to agencies on how to follow this requirement.
