Small Business Regulatory Flexibility Improvements Act

This bill changes how federal agencies must study and consider the effects of new rules on small businesses. Agencies would have to look at both direct effects and indirect effects that can reasonably be predicted when deciding if a rule significantly impacts small businesses. For rules that do have significant impacts, agencies must provide detailed descriptions of alternative approaches that would either reduce negative effects or increase positive effects on small businesses. The bill also expands which types of agency actions require this analysis, removes agencies' ability to skip the analysis, and changes procedures for public comments, rule reviews, and court challenges.
