Clean Air and Building Infrastructure Improvement Act

This bill says that when the Environmental Protection Agency sets new or updated air quality standards, it must also publish rules and guidance on how to follow those standards at the same time. If the EPA doesn't provide that guidance, the new standards can't be used to hold up permits that businesses need before building or modifying facilities. The bill also creates exceptions to the 2024 fine particulate matter (tiny particle pollution) standard for certain building permits, specifically if the permit application was already completed before the area's air quality classification was officially decided, or if a draft permit was published shortly after that classification was made.
