Sound Insulation Treatment Repair and Replacement Program Act

This bill creates a test program that would let up to four airports use federal airport improvement money to fix or replace soundproofing that was previously installed in nearby homes. Right now, airports can only use these funds to install soundproofing one time, but this bill would give a one-time exception to let them pay for repairs or replacements if the original soundproofing was put in before 2002 and has started to break down. To qualify, homes must meet certain noise level requirements, and the airport and homeowner must have already tried to get money through warranties, insurance, or legal options for the old soundproofing before using this program.
