Cosmetic Supply Chain Transparency Act of 2025

This bill would require the FDA to keep a list of harmful chemicals that end up in cosmetics without being intentionally added, called "nonfunctional constituents." Companies that supply cosmetic ingredients would have to test for these chemicals and share the results with the companies that sell the cosmetics to consumers. The bill also requires companies in the cosmetic supply chain to keep records about where their ingredients come from and share that information with the FDA if asked. Companies that break these rules could face financial penalties.
