Reliability for Ratepayers Act

This bill changes how the Bonneville Power Administration, a federal agency that sells hydropower in the Northwest, pays and hires its workers. The agency must create a plan within one year that sets fixed compensation for all employees, including top executives, based on surveys of what similar jobs pay at public electric companies. The plan must be approved by the Department of Energy and put into use within two years total. The agency must review and update the pay plan every year and make it public, while following certain hiring rules that are different from typical federal government procedures.
