FAIR PREP Act of 2025

This bill would stop the IRS from preparing tax returns for people, including through its Direct File program that lets some taxpayers prepare and file returns for free on the IRS website. The bill says the IRS cannot complete tax forms or file returns electronically or on paper. However, people could still use the Free File program, which uses third-party tax software, or get help from community organizations through the Volunteer Income Tax Assistance program. The Treasury Department also could not give grants or contracts to develop electronic tax preparation services.
