Building Resilient Infrastructure and Communities for All Act of 2025

This bill changes how the government hands out money to help communities prepare for natural disasters like floods, storms, and earthquakes. Instead of states competing against each other for grants, the money would be divided among all eligible states using a formula that gives more to states with bigger populations and states whose important infrastructure is most at risk from natural hazards. States would have to pass at least half of the money along to local governments working on disaster-preparation projects. The bill also allows a project to receive funding from two different disaster-preparation grant programs, which is not currently allowed.
