Foreign Medical Program Modernization Act of 2025

This bill changes the rules for a Department of Veterans Affairs program that provides medical care to veterans living outside the United States. Currently, veterans can only use this program if they have a disability connected to their military service or are in a job training program. The bill removes these requirements so more veterans abroad can get care. The bill also requires the VA to update its payment system to use electronic transfers and to study whether it should work with outside organizations to create a network of medical providers in other countries.
