COOL OFF Act

This bill creates a three-day waiting period before someone can receive a handgun. Licensed gun sellers cannot hand over a handgun to a buyer until three business days have passed since starting a background check, and breaking this rule could lead to a fine, up to one year in prison, or both. The rule also applies to transfers between private individuals who are not licensed dealers, with penalties of up to five years in prison for violations. Some exceptions exist, such as when a spouse loans a handgun to the other spouse for a lawful purpose.
