Honest Elections and Campaign, No Gain Act

This bill sets rules for what happens to leftover campaign money after a federal election. It says that a candidate's campaign committee or leadership PAC must spend down or get rid of any unused funds within a certain time period after an election, or before the candidate registers as a lobbyist or foreign agent, unless the candidate plans to run for office again. Any remaining money can only be used to pay off debts, returned to donors, given to nonprofit organizations, or transferred to a political party committee, and it generally cannot be given to the candidate's relatives. Former candidates who want to become lobbyists or foreign agents must follow these rules for getting rid of leftover funds before they can register.
