Fairness for Khobar Act of 2025

This bill would allow certain victims of the 1983 Beirut barracks bombing or the 1996 Khobar Towers bombing to receive lump sum catch-up payments from a government fund that compensates Americans harmed by state-sponsored terrorism. A 2022 law had set up these payments, but eligible victims had to apply within a specific six-month window. A 2024 government report found that up to 274 eligible victims never applied because the Department of Justice issued guidance saying they weren't eligible, even though they were. This bill would let those victims who missed out receive their payments.
