Saving the Civil Service Act

This bill limits changes to how federal government jobs are classified. Federal jobs fall into two main types: competitive service jobs that require competitive testing, and excepted service jobs that are appointed through different schedules. The bill stops agencies from moving competitive service positions to excepted service positions unless they use the same schedules that existed on September 30, 2020. It also requires employee consent before transferring workers between different job categories and requires approval from the Office of Personnel Management for certain transfers to Schedule C positions.
