Highway Funding Transferability Improvement Act

This bill lets states move more of their federal highway money between different road and transportation programs. Right now, states can shift up to 50% of the yearly funding from one program to another, and this bill would raise that limit to 75%. The programs involved cover things like highway maintenance, road safety improvements, reducing traffic congestion and air pollution, freight transportation, and cutting carbon emissions.
