Promoting Resilient Buildings Act of 2025

This bill allows local governments to use federal disaster funding to implement either the current building codes or the previous version of building codes, instead of being required to use only the latest codes. The funding comes from two FEMA programs that help communities prepare for disasters. The bill also creates a temporary pilot program that would let states and local governments give grants directly to homeowners to make their homes more resistant to natural disasters like floods or hurricanes. This pilot program would run through 2028 and could use up to 10% of the available federal disaster preparation funding each year.
