SOAR Act Improvements Act

This bill extends and changes a federal program that gives scholarships to low-income students in Washington DC to attend private schools. The program will continue through 2032 and will now include pre-kindergarten students. The bill makes it easier for schools to participate by allowing them five years to get proper accreditation, and it removes limits on using scholarship money for tutoring. It also allows most board members of the organizations running the program to live in the DC area instead of requiring them to live in DC itself.
