Redistricting Reform Act of 2025

This bill changes how states draw the boundaries for congressional districts. It requires that district maps be created by an independent commission set up by the state, or if that commission can't agree on a plan, by a panel of federal judges. The maps must be drawn fairly — they can't be designed to help or hurt any political party, and they must protect the ability of certain groups to participate in elections and have their communities represented. The bill also stops states from redrawing their district maps more than once every ten years and provides federal funding to help states carry out the redistricting process.
