Strengthening Agency Management and Oversight of Software Assets Act

This bill requires federal agencies and intelligence organizations to take a full inventory of all the software they pay for and use, including details about costs, contracts, and how well the software works with other systems. Based on that inventory, each agency must create a plan to cut unnecessary software purchases, get better deals, and make sure no part of the agency uses software without approval. These plans must be sent to the Office of Management and Budget (OMB) and Congress. The bill also requires OMB to recommend ways the government can save money and improve how it buys and manages software, and it requires a government watchdog report comparing how well different agencies handle their software.
